Step 1: Confirm the Property’s Wastewater Requirements
The first step is confirming whether the property will use an onsite septic system and identifying the county responsible for reviewing the project.
Start by checking whether public sewer service is available to the parcel or whether connection is required by a local authority. If septic is the appropriate wastewater option, identify the county that will review the application and any city, utility, or development agencies that may also affect the project.
Gather the parcel number, legal description, property address or coordinates, and current ownership information before contacting the county or a septic professional. You should also be ready to explain what you plan to build. A single-family home, guest house, manufactured home, commercial building, or subdivision can create different wastewater flows and review requirements.
Before assuming the land can support a particular system, look for obvious constraints such as wells, property lines, easements, roads, driveways, washes, drainage areas, floodplain conditions, steep slopes, utilities, nearby structures, and limited usable space. These features do not automatically prevent septic approval, but they can affect where the system may be placed and what type of design is appropriate.
A neighboring property having a conventional septic system does not prove that your parcel will qualify for the same design. Soil depth, rock, slope, drainage, and usable area can change over a surprisingly short distance. Step 2: Coordinate the Home, Well, and Septic Layout
Before the septic system can be designed, the designer needs to understand what will be built and how the property will be used.
A septic system cannot be planned in isolation from the rest of the property. The proposed layout should show the home or building footprint, the number of bedrooms or expected wastewater flow, and the location of any existing or planned well. It should also account for driveways, vehicle access, garages, accessory structures, guest houses, ADUs, pools, patios, landscaping, and utility routes.
The designer must then identify enough suitable space for both the primary disposal area and the required reserve disposal area. These areas must fit around the other improvements while maintaining the applicable setbacks. The layout also needs to leave practical access for test-hole excavation, system installation, inspections, future maintenance, and possible repairs.
Do not finalize every improvement on the parcel and leave the septic system until the end. A home, well, driveway, pool, or accessory building placed in the wrong location can reduce the usable septic area and force costly changes to plans that otherwise appeared complete.

Is a Site and Soil Investigation the Same as a Perc Test?
People often use “perc test” as a general term for septic soil testing. However, Arizona’s formal site investigation is broader than a single percolation measurement. It documents the soil profile, property conditions, available septic area, and other information needed to prepare a site-specific system design.

Step 4: Design the Right Septic System for the Property
The septic designer uses the soil findings, proposed development, wastewater flow, available space, and applicable requirements to prepare a site-specific system design.
The design turns the site investigation findings into a clear plan for treating and dispersing wastewater on the property. It establishes the system type, tank size and specifications, treatment components when required, disposal method, and dimensions of the disposal area. It also shows the system’s elevation and placement in relation to the home, well, property lines, easements, and other improvements.
A complete design identifies the primary and reserve disposal areas, required setbacks and separation distances, installation details, and the calculations used to size the system. When applicable, it will also address electrical or mechanical components, inspection requirements, and ongoing operation or maintenance responsibilities. These details give the county a complete plan to review and provide the installer with clear instructions to follow. Does the Property Need a Conventional or Alternate System?
A conventional septic system design may be appropriate when the property meets the applicable requirements for soil, available space, wastewater flow, setbacks, and vertical separation. In Arizona, conventional systems are generally permitted under the Type 4.02 General Permit.
An alternate or engineered septic design may be considered when site conditions prevent a conventional system from meeting those requirements. Depending on the property, an alternate system may use additional treatment, pressure distribution, engineered media, or another approved method to address the identified limitation.

Step 5: Submit the Permit Package and Obtain Construction Authorization
Once the design is complete, the application package is submitted to the appropriate county for technical review.
The package is generally submitted through the county responsible for onsite wastewater review. Depending on the jurisdiction, the application may be called a Notice of Intent, Notice of Intent to Discharge, or NOID. The name may differ, but the application supports the same construction-authorization stage of the process.
A complete submittal generally includes the required application forms, site and soil investigation report, septic construction plans, design report, and a detailed site plan. It may also require supporting calculations, product or component documentation, owner acknowledgments, and the applicable county fees. What Happens During County Review?
During technical review, the county checks whether the package is complete and whether the proposed design meets applicable state and local requirements. The reviewer may confirm the system size, disposal-area dimensions, setbacks, separation distances, component specifications, and consistency between the site investigation and design. If the information is sufficient, the county can approve the plans and issue Construction Authorization.
The reviewer may also request additional information, corrections, or revised plans. This is a normal part of permitting, especially when building plans change, documents contain conflicting information, or site constraints require more explanation. Responding with a complete revision and clearly identifying what changed can help keep the review moving.
Construction Authorization means the septic system may be installed according to the approved plans. It does not mean the completed system has received final approval to operate. Installation, required testing, inspections, and completion documents must still be addressed before Discharge Authorization can be issued.
Step 6: Install the Approved System and Complete Inspections
After Construction Authorization is issued, the installer can build the septic system according to the approved design.
Each participant has a different role during construction. The septic designer prepares the plans and addresses design-related questions. The county or reviewing authority authorizes the work and completes or verifies the required inspections. The septic installer constructs and tests the system. The property owner helps ensure that the designer, installer, and reviewing agency are all working from the same approved information.
Before construction begins, the installer should receive the final county-approved plans rather than an earlier draft. The tank, treatment components, piping, disposal works, elevations, and system placement must follow the authorized design. Required product information and manufacturer documentation should also be available when the county or designer needs to confirm that the approved components were installed.
Field conditions do not always match what is expected before excavation begins. Rock, unexpected soil conditions, limited access, or a conflict with another improvement may affect construction. If the issue requires a meaningful change to the system’s location, dimensions, components, or installation method, the installer should stop and contact the designer. Revised plans or additional approval may be required before work continues.
Required inspections and tests must be scheduled at the proper stages of construction. The system should not be covered, backfilled, or placed into use before the reviewing authority has completed the applicable inspection and issued the appropriate authorization.
Common Causes of Installation Delays
Delays often happen when an installer receives outdated plans, components are placed in the wrong location, or changes are made during excavation without approval. Missed inspection scheduling, premature backfilling, missing tank or product documentation, and poor communication between the installer and designer can also hold up final approval. Step 7: Receive Discharge Authorization
The septic system is not fully approved for use until the required completion documents are accepted and Discharge Authorization is issued.
After construction and the required inspections are complete, the final project information is submitted to the county or reviewing authority. The exact requirements depend on the system type and jurisdiction, but the package may include a Request for Discharge Authorization, as-built plans, inspection records, and an engineer’s or other qualified professional’s Certificate of Completion.
